May 27, 2010 Meeting Minutes

Treasurer Rickie Whitman called this meeting of the Westlake Joint Board to order at 7:30 p.m.  After the first city report, Vice President Joe Santoro presided over the meeting through closing.

Executive Board Members present at the meeting were: Joe Santoro, Vice President; Rickie Whitman, Treasurer; Judith Baukus, Executive-Secretary; Marty Weisman, Architectural; and Linda Vandaveer, Director.

A quorum was established with the following HOA representatives in attendance: Ben Johnson Fairway Homes, Braemar Gardens, Foxmoor, Northgate, Ridgeview Estates, Southshore Hills, Southshore Hills West, Triunfo West, Westlake Hills, Westlake Island, Westlake North, Westlake Pointe, and Windward Shores.

CITY REPORTS (A combination of oral presentations and written City notes.)

CITY OF THOUSAND OAKS – COUNCILMEMBER CLAUDIA DE LA PENA

At this time there are no plans to cancel any services or programs. To reduce appropriations by $2.6 million, City staff believes the current shortfall in revenues can be off-set with savings in operating appropriations. Staff is recommending elimination of a number of City positions through a retirement incentive, reducing the projected $4.7 million operating deficit in the General Fund and Library Fund for FY 2010-2011.  Each department developed a minimum staffing plan. The City and employee unions are discussing additional reductions in salary and benefit costs. Although there are no cuts planned in services or programs, there will be impacts due to reductions in staff.

 

Improvements and projects planned for City facilities are:

  • To ensure security for patrons using the parking turnaround area, bollards and lighting will be upgraded. Hydraulic bollards are being considered to allow flexibility for the entry of emergency vehicles. Project costs will be off-set by a $50,000 Homeland Security Grant.
  • The marquee in front of the Civic Arts Plaza will be replaced with a modernistic marquee, capable of scrolling messages.

 

A Housing Element Plan was approved by City Council in April. This plan addresses how the City will meet its share of Regional Housing Needs Assessment allocation (1,847 affordable units) for low-income to moderate income brackets.

 

Stonefire Grill opened April 12 in the former Marie Callendars restaurant site, and a Sprouts Market opened in May at Lynn Road and Hillcrest Drive.

 

The renovated building at 322 Thousand Oaks Boulevard will be the new home of the Social Security Administration later this year. This federal agency will occupy 7,000 square feet of space.

 

Local vehicle sales levels during March improved 30% over February. In a traditional comparison of year-over-year, however, there was a decline of 8.3%.

 

First quarter sales indicates businesses at The Oaks are holding their own:

  • JC Penny & Nordstrom sales are up over 2009 sales at this same time.
  • Muvico sales increased 16% ompared with the same quarter in 2009.
  • The vacant Sicily’s Kitchen has a number of companies expressing  interest, but no agreement has been reached.
  • In Northgate Plaza, a restaurant-based tenant is identified to occupy the vacant Piatti’s space. It will be the first store in a new restaurant chain.
  • At Janss Market Place, a lease was signed between Macerich (owner of the former Mervyn’s building) and Burlington Coat Factory.

 

May 24 City Planning Commission approved Los Robles Hospital expansion:

  • The project will include a new wing, a fourth floor addition to the wing completed in 2008, and a new parking structure.
  • Los Robles held two public meetings in mid-May to answer questions and provide renderings of the future changes.
  • This expansion project should be coming before City Council on July 13.

 

City is currently evaluating plans for California Lutheran University’s new football stadium.

·        Project is made possible through a grant from Wm Rolland Foundation.

·        Stadium will have seating for 2,300 fans and will be located just west of the new Gilbert Sports & Fitness Center and Lundring Events Center.

·        This project will be going to the City Planning Commission in June.

 

The Specific Plan for 326 acres of Rancho Potrero (south of Dos Vientos Ranch) was approved by City Council in April 2010. The property will be devoted to open space and equestrian center uses.  LAFCO’s review of the planned annexation to Thousand Oaks and CRPD is expected this summer.

 

By all accounts, The Amgem Tour of California event was a success! All four of the host hotels were filled, and there were no major traffic or safety issues.

 

Community Clean-up and Recycling Day is set for Saturday, June 12, 8:00 a.m. to 3:00 p.m. at Conejo Creek South (Janss Road and the 23 Freeway.)

 

Deadline for applications to enter the Thousand Oaks Arts Festival is July 15.

 

Community Safety and Wellness Day is scheduled for June 9, noon to 2:00 p.m. and will take place at the Thousand Oaks Civic Arts Plaza.

CITY OF WESTLAKE VILLAGE – COUNCILMEMBER SUSAN MC SWEENEY

 

The City’s preliminary two-year budget for FY 2010-11 and FY 2011-12 was reviewed. While the City has experienced sharp declines in revenue since the recession hit in 2007, the status of the City’s finances remain strong and viable.

 

Last year in an effort to “get ahead of the curve” and to be proactive, the City launched a study to plan for future development of an aging business park. This business park is located north of 101 freeway and is bounded by Thousand Oaks Boulevard on the north, Via Colinas on the east, and the City of Thousand Oaks on the west. Development of a long-range specific plan for the area and the preparation of a Program Environmental Impact Report are underway. Completion of this study is expected in 2011.

 

Phase I of the community park project located along Thousand Oaks Boulevard and Lindero Canyon Road is progressing. To date, the grading of almost two million cubic yards of dirt is done; and the pad is now essentially created. The projects underway, or soon to be underway, include construction of all the underground utilities, such as sewer, water and electrical lines, installation of the pump stations, slope irrigation and planning, and construction of the entrance/exit driveway. All of these components are tentatively slated for completion in early 2011.

 

Construction of improvements to the north-bound on-ramp at Lindero/101 freeway overpass is in its final phase. With the project nearing completion, the northbound on-ramp will soon function with two lanes starting at Via Colinas.

 

For the third year in a row, Westlake Village and Agoura Hills are collaborating to combine their annual street maintenance work into a single contract in order to minimize administrative costs and to attract and capture lower unit costs. Each city is saving somewhere between 8 to 10 percent in overall costs.

Residents of all ages are invited to participate in the 41st annual Westlake Village 4th of July parade. The event originates at the former Westlake Village Medical Center property at 9:30 a.m.; and the parade follows a four-block route to Berniece Bennett Park. Kids, either walking or riding on decorated bikes, scooters or wagons reflecting patriotic themes together with parents, are encouraged to join in the parade.

 

In an effort to foster communications and impart timely information on a number of issues/subjects, the City Council conducted a joint session with presidents of the various homeowners’ associations in the community.

 

GUEST PRESENTER

 

A representative of the Triunfo Sanitation District gave a short presentation about the available positions to be elected in November and urged citizens to become involved. Details follow:

 

“As a result of changing its governance to an all-elected, at-large Board, the Triunfo Sanitation District (TSD) will fill four seats on its Board of Directors in the statewide general election on November 2, 2010. Interested residents of TSD’s service are invited to consider running for election to this important office. The candidate filing period will run from July 12 to August 6, 2010. “Serving a population of approximately 32,000 with an operating budget of roughly $13 million, TSD provides wastewater collection, treatment and disposal, as well as potable and recycled water distribution. Its service area covers about 50 square miles of the southeastern part of Ventura County adjacent to the Los Angeles County line, including the Westlake Village area of Thousand Oaks, North Ranch, Lake Sherwood, Oak Park and Bell Canyon.
